The paper, by Pietro de Perini - University of Padua, proposes the development of a new conception of citizenship (more inclusive, active and plural) for all the peoples living in the territory of the partner States of the Union for the Mediterranean, to be based on the sharing of common ontological values and the respect for cultural diversity.
Because of its foundations, the prospective success of this proposal depends on the development of intercultural dialogue and on an equal protection of human rights in the region, while an evolution of the current institutional structure of the Union for the Mediterranean would be needed to enforce this and other contextual proposals which might be made in its framework.
